Raises an interesting talent structure to me: rather than mostly
positive addons to a 1/2 level base, you could use mostly penalties to a
full level base.
Fighter = armour, weapon, movement, damage, and defence tricks.
Wizard = spells akimbo, TMWNMTK: but with penalties to hit and HP.
Not purchased as separate penalty features, rather as a part of learning
spellcasting talents you fall behind in some of the heroic nature of being
high level.
Thus the more spellcasting (or sneak attack, or magical pets, or
whatever) you take, the less like a Fighter you get to be. It also forces
you as a designer to come up with things for Fighters to do that are more
than increasing the basic stats.
Even take the same spellcasting talents at a higher tier to remove some
penalties (as a Paladin or Ranger might). Maybe simpler to model as a
separate talent that removes lower level penalties.
