4e Magic Item Rarity Changes

Shouldn't need an account to read this one. They are finally getting
around to fixing things, and it looks like they are going to do a
supplement just for this. I'm still pissed they just blanketed
everything as uncommon to begin with and took this long to get around
to it though.
