David and Frances have given the correct answer for a Swiss: no
averaging. That always leads to integer IMPs and VPs, but the VPs for
the two teams don't necessarily add up to 20 or 30.
You can get half an IMP from the averaging in a KO, and what to do then
depends on regulation. I _think_ the ACBL just accumulates it, and an
0.5-IMP win is still a win. (Those 0.5's could add or subtract if there
are multiple adjusted scores.) If anybody knows for sure, though, I'd
love to know where the regulation is to be found.
Frances and David will know for sure about the EBU, but I think there
the rule is to round down if there's a fraction. Thus if you win 0.5
and 0.5 on two adjusted boards and are even otherwise, in the ACBL that
would be a victory, but in the EBU it would be a draw. I think.
