We are not talking about users unable to figure out whether "they have a
bug", the paragraph is for reporters who do not know which package they
should assign their issue to.

Well, that is the current situation, indeed, as there are no reports to
unspecified packages. I was suggesting to change that.
This report is not asking to allow sending reports without specifying a
(real) package. I merely suggested that as a way to circumvent the issue
altogether. The problem this report is about is the inappropriate
direction of reporters to a user support discussion group. That being
said, feel free to open a new report requesting to allow bug submission
without specifying a package.
