Okay, try http://127.0.0.1:631 (in your browswer) does CUPS say hello? 

If she does then you should be able to attempt to add a printer. And do lots
of other stuff.

Ms Penguin gets her beak out of joint sometimes over printing. Ms Windows is
not a great deal better.
