Mint upgrade question


I have a newbie Mint upgrade question.  I currently have Mint 12
installed on a test system. I know that Mint 13 should be coming out
in April/May. I remember reading that you can not upgrade Mint from
one version to another, to do an upgrade requires a complete
reformat/reinstall, which means losing all of your data and installed
programs that you added to the system.
I am wondering if this information is out of date. I could see this
being a problem 2-3 years ago when I first looked at Mint 6/7. Since
then, Mint has moved from being a Ubuntu child to being a Ubuntu
sibling (Mint is now based on Debian, not Ubuntu).
Is upgrading from one release of Mint to a new release still a
problem?
